LESCO and Time-of-Use (TOU) metering in Lahore

LESCO has rolled out more smart meters with Time-of-Use capability than most other DISCOs, particularly in Lahore's urban zones. On a TOU meter, electricity costs more during the evening peak (typically 6 PM–10 PM) and less off-peak. If your LESCO bill shows 'Peak Units' and 'Off-Peak Units' as separate lines, you are on TOU. The unit total is the same, but the pricing differs — running heavy appliances (AC, washing machine, iron) during off-peak hours reduces the bill measurably.

Consumers on standard (non-TOU) single-phase meters are billed at a flat rate per unit tier regardless of the time of day. Check your LESCO bill's tariff category line to confirm which you are on. If TOU is listed, shifting loads to off-peak hours is the most cost-effective single habit change for urban Lahore households.

Reading your LESCO bill: key figures and line items

A LESCO bill packs a large number of figures into one page. The most important are: the reference number (for retrieval), the billing month and issue date (to confirm this is the current cycle), the previous and current meter readings (to verify the unit count), the 'Units Consumed' figure (which determines the slab), and the 'Amount Payable' alongside the post-due-date total.

  • Consumer Category: domestic A-1 (standard) or A-1 TOU; dictates which tariff schedule applies
  • Units Consumed: the kilowatt-hours for the billing period — this sets the slab
  • FPA (Fuel Price Adjustment): a monthly per-unit surcharge or credit based on generation fuel costs
  • GST: 18% on the taxable bill value
  • TV licence fee: flat monthly charge on residential connections
  • Arrears: any unpaid balance from the previous cycle
  • Due date: pay by this date to avoid the Late Payment Surcharge

Why LESCO bills spike in May and June

Lahore's pre-monsoon months — May and June — typically produce the steepest residential electricity bills in the LESCO calendar. Temperatures regularly exceed 40°C while monsoon relief is still weeks away, air conditioners run continuously, and the entire metro is at peak cooling demand simultaneously. The result is a sharp month-on-month jump in units consumed, which can push households across one or more slab boundaries and dramatically increase the average per-unit cost.

LESCO's summer demand is among the steepest single-DISCO seasonal peaks in Pakistan. If your June bill looks disproportionately higher than May, compare the units figure rather than the total: a 100-unit increase in a high-slab band can add more than twice what 100 units would cost in a low band. The FPA is typically also positive (a surcharge) in peak-demand months, compounding the effect.

A meter reading dispute or a bill that looks wrong should first be raised with your LESCO sub-division officer (SDO). The SDO can arrange a meter re-read, verify the reading against their records, and initiate a billing correction if an error is confirmed. If the sub-division does not resolve the issue, escalate to LESCO's circle-level complaint office, then to NEPRA's consumer complaint portal at nepra.org.pk, or to the PMDU.
