WAPDA (Water and Power Development Authority)
Definition. WAPDA is the federal authority responsible for developing Pakistan's water and hydropower resources; it no longer distributes electricity or issues bills, although consumers still commonly call any electricity bill a WAPDA bill.

What unbundling did
Until the 1998 restructuring, WAPDA generated, transmitted and distributed electricity across the country. The reforms separated those functions: distribution went to the newly created regional companies, transmission to NTDC, and WAPDA retained hydropower generation and water development.
The name stuck in everyday speech long after the organisation stopped issuing bills, which is why searches for 'WAPDA bill check' still run into the millions.
What it does now
Dams, reservoirs, hydropower stations and the water infrastructure around them — Tarbela, Mangla, Neelum–Jhelum and the projects under construction.
Its output feeds the national grid through the transmission network; it has no consumer accounts and no billing relationship with households.

What you are looking for is your DISCO bill, retrievable with the reference number from the top of any past bill. There is no separate WAPDA account.
Who do I complain to about load shedding, then?
Your DISCO, because it manages the distribution feeders that are switched. Generation shortfall causes it, but the schedule is applied locally.
